It was built by the highly successful wood wax export merchant, Tora-san Kawachi, who wanted to spend the rest of his life there. He spent 10 years planning and four years building the villa, pouring his passion into it, even providing for the tuition fees of local Ozu and Kyoto craftsmen, with the aim of further improving their technical skills. Garyu Sanso is said to be such a valuable villa that the famous architect, Kisho Kurokawa, was willing to spend his entire fortune to own it
